Immigration Assistance Program: Expanding International Employment and Economic Growth

Background
Recruitment and hiring of international individuals can have a positive impact on communities through attracting skilled talent to difficult technical roles, supporting population growth, and driving economic development. The City of South Bend recognizes the potential for economic growth with international talent.
Opportunity
The City of South Bend Mayor’s Office sought to expand immigration support for both employers who had little to no experience hiring international talent, as well as those who previously hired international students on a temporary basis post-graduation and wanted to make those placements more permanent.
Engagement
The partnership between the City of South Bend and enFocus helped create The High Skill Immigration Fund. enFocus began with research to understand the needs of local employers and international talent. Research revealed employers would benefit from knowledge on the international hiring process, especially if the H1-B petition for high skilled employees would be financially derisked. In addition, international students and offices of career services at academic insitiutions would benefit from connections with regional employers.
Results
Created 6 educational opportunities for employers including trainings, career fair, and webinars to build knowledge in attracting and retaining international talent.
Supported the City-led announcement of the program launch at a press conference.
Disbursed financial subsidy for legal costs to sponsored international talent provided by City of South Bend funds.
